Littering in this area is a growing problem and not be taken lightly. I follow the culprit into an elevator. I stop the elevator in between floors and inform Ms Isley that she is under citizens arrest. I push her up against the wall, and cuff her wrists behind her back. Next I cuff her elbows as I don't want to take any chances on her escaping. She starts to get rowdy and I'm in no mood to hear her excuses, plus I want to prohibit her ability to spit at or bite me, so I syuff a large rubber ball in her mouth and then wrap her head with clear packing tape to seal it in tight.
